Local government reorganisation has failed to deliver the goods on financial and democratic terms and taxpayers will pay more for fewer services next year.

That is the message delegates will hear at the annual conference of the Wales Association of Community and Town Councils tomorrow, reports The Western Mail (p6).

Association director Lyn Llewellyn said there were early indications that the conversion of Wales's 45 county and district councils into 22 has been a failure.
