Knowsley MBC is threatening to take mentally handicapped people to court or failing to pay controversial day care charges, reports The Guardian (p4).

The move adds a new twist to the growing row over local authority charges for community care, the paper says.

Almost nine in 10 local authorities have started some form o charging fo community care services.

The Guardian points out that the government assumes that all do and adjusts grants accordingly.

However, the pattern across the country is haphazard and means disabled and elderly people face widely varying costs.
