The 1994-95 finance settlement for English councils is fair, rational, and based on the most up to date information, Environment Secretary John Gummer told parliament today.

The government has carried out a wide ranging review of Standard Spending Assessments, which are used to distribute grant between authorities.

Mr Gummer today announced his proposals for 1994-95, which he said incorporate a number of major improvements to SSAs. He also announced a generous damping grant to soften the impact on authorities which would lose from the review, and to protect council tax payers in those areas.

Mr Gummer also set out his proposals for a second year of transitional relief, helping those council taxpayers who faced the largest increases on the move from the community charge.
