Relatives of elderly people are registering as private residential home owners to claim up to £300 a week cash for looking after their charges, reports The Times (p4).

The Association of County Councils social services committee will discuss the issue tomorrow and is to ask the Department of Health to examine what could become an expensive trend, says the paper.

Local authorities have been caught out by the community care legislation which came into force in April and requires them to pay for residential care.

Stephen Campbell, social services under-secretary at the ACC, said: 'It's an enormous loophole which has very great implications.'
