Essex CC believes plans to make a new primary school grant-maintained from the start go against the government's own principle of parental choice, reported the East Anglian Daily Times (6 Jan, p12).

The Funding Agency for Schools has submitted plans to the education secretary for the new school at Highwoods, Colchester which include its building, operation and funding.

Education committee vice chair Ted Crunden said: 'If the agency constructs the school it will be grant-maintained right from the beginning. That seems not to be in the spirit of the prime minister's aim for choice for schools.'
