In a lecture delivered last night, minister for welfare reform Frank Field signalled the government's preference for a system of compulsory second pensions, reports the Financial Times (p1).

This was a sign that the government has revived Labour's erstwhile commitment to a 'guaranteed minimum pension', with state payments to pensioners conditional on how much they receive from private-sector sources.
