Labour MP Frank Field has called for existing grants for university students to be converted into private loans and the money 'clawed back' to pay for improved nursery education.

The Financial Times (p7) reports that Mr Field, chair of the commons social security committee, also called for a radical shake-up of the social security system.

'Far from having a clear beneficial impact, the fastest growing part of the welfare budget (means-tested benefits) is insidiously undermining the moral fabric of our society,' said Mr Field, speaking in a lecture on welfare reform.

The paper notes that Labour has not committed itself to any of Mr Field's proposals.
