Fife councillors could face a huge bill of £500,000, reports the Scotsman (p3), after VAT inspectors are considering if Customs and Excise are due for a cut of the transfer of money to the region as part of the care in the community programme.

Money is moved from the health service to social work departments as patients are transferred from NHS hospitals into the community.

Leader of the council, John MacDougall said the move would suck profit from a scheme which transforms the lives of vulnerable people.
