Fife UA is to appoint three £69,000 corporate managers above the level of service director in a management structure the new council claims is unique.

A report by chief executive John Markland, now approved by council, proposed avoiding a traditional departmental approach because it would not be conducive to strong corporate direction or effective decentralisation.

Instead, the council will be organised around three central strategy areas: social strategy, environmental and development strategy, and competitive and technical strategy. Heads of social work, housing, leisure and education will report to the corporate manager (social strategy), for example.

The council will have just five central committees, against 13 in the current Fife RC. These will be based on the three strategy areas, plus separate education and policy and resource committees.
