Authorities must ensure they have a 'responsible person' checking if the council and its housing stock has carried out fire risk assessments.

If not, they face expensive legal proceedings or heavy fines for failure to comply with the new fire safety legislation that came into force on 1 October.

Under the Regulatory Reform (Fire Safety) Order, a responsible person must ensure that emergency exits are

accessible; fire safety drills are carried out; the appropriate evacuation procedures are in place; and that premises are properly maintained and have fire fighting equipment in place.
