Sixty per cent of appeals against parking tickets have been won by motorists, reports the Evening Standard (p14) in an examination of first six months of the new regime of borough parking attendants taking over control duties from the police.

But Westminster City Council planning and transportation chair Robert Davis believes that the changes have had a positive effect.

'People now accept that they should think before they park in central London,' he said.
