Labour has accused the government of stealing its clothes with plans for testing five-year-olds, reports The Guardian (p6).

The party's education spokesperson Estelle Morris said the idea had been pioneered by Labour authorities in Birmingham, Barnsley, Newcastle and Sheffield, and the plan was adopted as national Labour policy last December.

The government's announcement received a cautious welcome from teacher unions.
