A formula announced last week by the Welsh assembly could see Flintshire CC losing up to£1.6m in grant aid, reports The Daily Post (p13).

Council leader Alex Aldridge and finance chairman Derek Darlington are examining in detail the assembly proposals, which would mean a big cut in their standard spending assessment.

The 2% cut in SSA, if it had applied to this year's spending in Flintshire, would have meant the loss of£1.6m - which is precisely the amount of money saved this year by the council's restructuring, which meant the loss of 126 jobs.

The announcement is a second blow for the council, which has already lost Objective 1 status. Mr Darlington said the management of the authority would be protesting to assembly officials and to first secretary Rhodri Morgan.

He said that his initial response was that the Welsh assembly's system rewarded the big spenders and penalised those councils who spent less.

'We are very concerned about it. The aim is to move the SSA nearer to present spending patterns but that rewards the big spenders,' he said.
