In a letter to the Times (p15 December 18) Robert Mitchell, chairman of the Greater London Council in 1971-2 writing from Loughton, Essex says that London is the only major city in the Western world that does not have an overall strategic authority.

It will never flourish, he writes, until it has an elected authority to speak for it in the forums of the world.

Since the GLC died there has not been a single major London initiative.
