Scottish secretary Michael Forsyth: 'I have long been concerned about the amount of council tax and community charges that are owed to Scottish councils.

'About£255 million of council tax and£488 million of community charge remains uncollected.

'In order to encourage councils to make greater efforts,I am prepared to make up to 3 million available in1997-98 for councils to invest.

'That investment must be in measures that will improve collection rates and reduce the amount of unsure that local authorities provide effective and efficient services which represent maximum value for money.

'I am consulting COSLA on whether they would wish such a scheme.'
