Audit Commission controller Andrew Foster has put his weight behind the campaign for council members to be paid properly for what they do.

Mr Foster told the Associaiton of County Councils annual conference that attracting quality people to local government was crucial to the success of the democratic system.

'There is a lot to be said for appropriate remuneration for councillors,' he said.

'In terms of relative costs it would only be small, and if it improves local government's standing, my instincts are that it would be a good thing.'

Mr Foster also confirmed that an independent scrutiny of the Audit Commission would be carried out within the next six months. An announcement of which 'high profile public figure' would lead the investigation is expected before the end of the year, he said.

The local authority associations would have direct access to the team, he said.
