Frank Field, the minister for welfare reform, will this week publish his proposals for an overhaul of the entire social security system in defiance of prime minister Tony Blair, The Sunday Times reported (p2).

Mr Field is understood to have been blocked in his radical proposals by chancellor Gordon Brown and social security secretary Harriet Harman.

His ideas, which include abolishing means testing and the state earnings-related pension scheme, will now be published by the right of centre think tank, the Social Market Foundation.
