Welsh councils need a massive funding boost to meet the requirements of the Children (Leaving Care) Act, according to the Welsh Local Government Association.
When the Act comes into force in October councils are required to take on a parenting role for children leaving care.
WLGA head of social affairs Linda Bransbury said: 'Councils have a range of new duties. But there is anxiety about whether they will get recompense for this.'
