A respite care centre for ethnic minorities in Glasgow which has been planned for three years will not now open because the city council's social services department does not have the funds to run it.

The Herald (p1) reports that the building has been preceived as the definitive answer to a major problem for the city's ethnic minorities families who care for children with special needs.

A spokesman for the council said: 'The social work department doesn't have the money to develop a new service like this, which would have cost£2,000 a week to run, however much we believe it is required and needed.

'It was not an easy decision and we are keen to see if there are alternative ways to provide respite care for this group.'
