The Glasgow Herald (p17) runs a feature on what it describes as the crisis confronting Glasgow which, it says, will have repercussions far beyond the city limits.

'The plight of Glasgow brings to mind the crisis in New York some years ago, when that city faced imminent bankruptcy,' says the feature.

'That can't happen here. British law requires local authorities to produce an annual budget, without a deficit, no matter what it entails.

'For this year it could entail for Glasgow massive cuts in a whole range of public services, 2,000 redundancies and a substantial increase in council tax.'
