Warehouse shopping clubs will be given planning permission only as retailers, the Financial Times reports (p11).

The paper says the comment came from environment minister Tony Baldry yesterday even thought a High court judgement last month let Thurrock BC treat the UK's first such club as a wholesaler.

Mr Baldry also said the government was committed to encouraging retail investment in town centres and tried to end confusion over how councils should assess warehouse clubs.

He said the government guidance, PPG6, issued after the Costco consent was given in Thurrock made it clear that clubs should be treated as retailers and the aim of the guidance was to swing retail development away from out of tow sites.
