'Whilst we welcome any attempts to cut the bureaucracy and red tape for

hard-pressed local councils, this recent announcement by the government

hardly scratches the surface.

'Only New Labour spin could make a virtue of firstly heaping hundreds of

extra regulations and targets on local authorities and then taking the

credit for removing a derisory 44 of them.

'This nannying government would earn real plaudits if it got off the backs

of local authorities and returned to local councillors more autonomy and

local freedoms.'
