Nursery education, free at the point of delivery should be made available to all three and four-year-olds, says the ACC's education committee.

The association has long supported expansion of nursery education but recognises LEAs are already hard-pressed financially to provide statutory services.

Committee vice chair Saxon Spence said: 'Speculation surrounding the government's intentions for nursery provision has gone on long enough. LEAs must be able to plan effectively for under-fives without putting other services at risk.'

The ACC will be pressing the government to make additional funding available for nursery education from April 1995.
