The government is proposing to set up a pay review body for Scottish teachers to replace the current negotiating arrangements for annual increases. (LGC magazine, p7)

In a statement last Friday, Scottish secretary Michael Forsyth said he would introduce legislation in the next Parliamentary session to repeal the Scottish Joint National Council's negotiating arrangements.

'We believe it is essential that the status of teachers should be enhanced and that we treat teaching as a profession,' said Mr Forsyth.

The Convention of Scottish Local Authorities attacked the proposal as an attempt to deter parents, governors and teachers from demonstrating against cuts.
