A top 20 debt chart of local authorities in England was supplied to the Commons yesterday by environment minister Paul Beresford in response to a written question from Bob Dunn, Conservative MP for Dartford (WA 9 Jan col 6).

Although Birmingham City Council had the biggest level of debt, measured per head of population the top three debtors as at 31 March 1995 were Islington LBC, Hackney LBC and Tower Hamlets LBC.
