Local authorities in Scotland have accused the government of grossly underestimating the cost of the recent reform of local government and of failing to give councils enough money to pay for it, reports the Financial Times (p13).

The Convention of Scottish Local Authorities says that the total cost of reorganisation between 1995-96 and 1997-8 would be £281m, compared with the extra funding by the Scottish Office of £76m.
