The governors wanted to give Matthew another chance, despite teachers union NASUWT's vow that teachers would not return to work until he had been expelled.
NASUWT spokesman Nigel de Gruchy said he was sceptical about the treatment. 'This is typical of the way they have treated this case from day one,' he said of the governors.
John Andrews of the Professional Association of Teachers said he had never heard of a governors body doing anything similar before. 'It's astonishing. They must be absolutely desperate,' he said.
