Figures released by envrionment minister Paul Beresford today reveal that the Birmingham City Council is the most solvent in the country and that there is only one Conservative authority among the 20 most solvent authorities in England.

The Labour party made this announcement following a question from shadow local government minister Hilary Armstrong in the Commons.

Sir Paul also admitted in his answer that 'authorities with high levels of debts are generally those which have undertaken capital investment.'
