The government may act to stop Oxfordshire CC avoiding employers' national insurance contributions by paying staff in shop and childcare vouchers, reports The Herald (p15).

The council believed that it had until April next year to operate a scheme which would see staff paid part of their salary in Marks & Spencer, Sainsbury or Safeway vouchers, in addition to the option of offering childcare vouchers. After April, the government intends to close such loopholes.

A spokeswoman for social security secretary Harriet Harman however, said the government would act before April in response to such a scam, although it is believed to be legal.
