Newcastle-under-Lyme BC is to pay compensation to families after it laid flat 426 grave headstones in a health and safety review.
The local government ombudsman said the council should pay£70 towards reinstatement of the memorials to each of the 77 complainants who formed an action group. He also recommended similar payments to other people affected and an ex-gratia payment of£250 towards the costs of pursuing complaints.
The council began examining the safety of grave stones after being contacted by the Health and Safety Executive in 1993.
It attempted to contact relatives by letter and through the local press. But the ombudsman found the attempts had been inadequate. The council promised to implement all the recommendations.
