Eight of the 10 councils in Greater Manchester will today oppose in the court of appeal plans to construct by 1997 an enormous 'shopping city' at Dumplington, reports The Guardian (p14).

The consortium of objectors claims that there could be a net loss of jobs as trade declined in local town centres, after claims by the developer, Manchester Ship Canal Company, that the proposal will create 6,000 jobs if allowed to proceed.
