The planning system should be faster, more accessible and more efficient, according to the County Council's Network which is preparing a response to the DTLR's green paper.

The group believes the government's paper does not go far enough to achieve these objectives. It says modifications to the existing system should pass three key tests. They should:

-- Create a system which is faster, more accessible, transparent and efficient

-- Improve democratic decision making

-- Assist the broader public service modernisation plans.

The network believes reform of planning and development control systems must cover all aspects of the system.

The proposals set out in the green paper strip county councils of their planning powers (LGC, 14 December 2001).
