Local authorities should introduce a 'gross emitter' telephone call-in line as part of a plan of action published today by the Labour Party aimed at reducing pollution caused by urban traffic.

Shadow transport secretary Michael Meacher also calls for councils to work with police and Vehicle Inspectorate to test vehicles for exhaust emissions, to penalise motorists with excessive emissions and require them to take remedial action.

Passenger transport authorities and councils should also set targets for a modal shift away from cars and towards public transport, cycling and walking.
