To win the award, Guildford's town centre needed to show a sustained improvement of the environment for shoppers and other visitors, as part of a planned strategy.
A creative and co-ordinated approach to management involving the private sector and those with special needs was also demonstrated.
John Nightingale, borough planning officer said: 'Everyone has worked very hard in submitting the bid for this award and we are delighted to have won.
'The result has been a big improvement for those who visit, live and work here.
'It has also helped to make Guildford a much stronger shopping centre and brought us several places up the Hillier Parker's shopping league table where we now stand at 24th - above other major towns.'
