A Greater London Authority and an elected mayor would be 'seriously damaging' to the capital's interests, according to environment secretary John Gummer.

Speaking at an Evening Standard symposium on the future of London, Mr Gummer said: 'Strategic authorities absorb resources and create bureaucracy.'

The normally Tory supporting Standard has strongly echoed Labour proposals for a GLA and repeatedly called for an elected mayor for the city.
