Next year's estimate of spending on local government is around £29.9bn - £550m more than this year, reports The Guardian (p8) in a feature on today's special Cabinet meeting and the Budget.

Housing at £7.4bn is more unlikely to be cut since the homeless are still evident on city streets, the paper reports.

Environment secretary John Gummer is able to argue that his total budget is almost static on this year's estimate of £39.2bn, already a reduction on the year before.
