Environment Secretary John Gummer has launched a 43 page consultation paper on how London government can be improved. Around 250,000 papers and questionnaires, most distributed by London's local paper, the Evening Standard, asks people what things they appreciate about the capital.

Among 63 subjects - ranging from London newspapers, international air connections and being a Londoner - the questionnaire asks whether respondents appreciate local government. The whole exercise will cost £165,000.
