Environment Secretary John Gummer welcomed changes to the transitional arrangements for business rate reforms as a £90 million boost for businesses 'great and small', the Independent reports (p6).

The paper says however the halving of the maximum real increase in rates was also seen as good for business outside government.

The DoE, reports the Independent, said those business facing the biggest rises in their rates bills as a result of the reforms introduced in 1990 would see their increases halved in real terms in the financial year.
