A number of county councils should be ashamed of the tactics they have adopted during the review, environment secretary John Gummer told the Association of County Councils annual conference.

To much barracking from delegates, Mr Gummer made barbed comments about both Cleveland and Suffolk CCs.

'Some counties have behaved in a way which makes it difficult to have confidence in their future,' he said.

'My own county [Suffolk] has been pretty bad.

'Cleveland ought to be ashamed of its campaigning,' he said.
