Environment Secretary John Gummer will announce today a long awaited shake-up in the work of the local government review.

Speaking on Radio Four's Today programme this morning, Mr Gummer denied charges made earlier by the Leader of Nottinghamshire CC that Councillors feared the government would simply tell the commission what to decide.

Mr Gummer said he personally is very keen to see that the town and parish councils have as much delegated authority as possible but said the commission was an independent body and would remain so.
