Environment Secretary John Gummer has said that the distribution method used for his London survey questionnaire was not intended to provide a statistically representative sample.

Replying to a written answer from Frank Dobson (Lab Holborn) Mr Gummer said the aim was to reach as many people as possible who have opinions and ideas and to give them a chance to put their point of view to him (Hansard cols 261 26 November).

Cost of producing the document which went with the questionnaire was £31,500 and it cost £500 to produce the questionnaire. Printing the questionnaires cost £1,500. Overall costs of producing and distributing the two items was £168,000.
