A Gwent county councillor and Labour party candidate has won the Islwyn by-election, reports the Financial Times (p1).

Don Touhig, a miner's son who has served on the council for more than 20 years, received 69% of the vote in a Labour stronghold. The by-election was held because the previous MP, former Labour leader Neil Kinnock, departed to become a European Commissioner.
