Gwent CC is to take Welsh Secretary, John Redwood, to court over £2m, the Western Mail reports (p5).

The row is over whether the county council should include the £2m being spent by the county's four grant-maintained schools in its own budget. The Welsh office warned the council that if its officers persisted in their past practice Mr Redwood would disallow their budget.

Last month, the Welsh secretary paid Gwent £4,000 costs after he instructed his barristers to quit the case only two weeks before it reached the High Court. Gwent's finance chair, Doug Touhig, said that the council had taken legal advice and had been told that they were right in law and it would be wrong to change in practice now.
