Management flaws were responsible for a £1.1 million social services overspend at Gwynedd CC last year, according to a Welsh Office investigation.

The Social Services Inspectorate for Wales this week published a report which says the council had failed to establish effective financial monitoring, that 'there was continuing uncertainty about the scale and the nature of the problem', and that management action was indecisive or poorly implemented.

Gwynedd director of social services Lucille Hughes said several of the problems identified in the report had been addressed, and the budget was now balanced.
