The lowest grant paid out to local councils in Wales this year went to Gwynedd Council, which received an increase of 2.9 per cent, compared with 7.6 per cent for Cardiff CC.

Gwynedd Council leader Alun Ffred Jones yesterday described the formula used by the Welsh Office to determine funding as 'totally unjust'.

'It doesn't give sufficient consideration to the high costs of delivering services to rural areas and is an unfair formula which is costing some of Wales' poorer areas millions of pounds,' he said.
