The DTLR is likely to use the Hackney LBC model of intervention in councils with severe corporate failure.

Last year's local government white paper set out options including removing functions from failing councils, sending in administrators and external managers.

A source said putting a council into administration would be too complicated and too expensive to apply widely.

Instead, the government is expected to focus on Hackney-style intervention.

The government is gearing up for more intervention following the results of the comprehensive performance assessment.
