Welsh secretary William Hague has made his first political blunder as secretary of state by disclosing the likely 11% rise in council tax in Wales to be prompted by tomorrow's budget.

The Western Mail (p1) reports that the 'blunder' accusation was made by Aberavon Labour MP John Morris, who received a letter from Mr Hague disclosing the planned increase.

'Either the Welsh secretary has lost his battle with the treasury or he is living in cloud cuckoo land and doesn't understand the situation,' said Mr Morris.
