The Western Mail (p2) runs a feature on Welsh secretary William Hague who is due to decide the maximum level of expenditure and council tax for every Welsh authority.
The feature is in the form of a message from Harry Jones, leader of the Welsh Local Government Association and of Newport CBC to the Welsh secretary warning him that the government's current financial policy is disastrous for Wales.
