Unitary authorities will be given a leading role in stimulating economic development, Welsh secretary William Hague assured a council delegation, The Western Mail reports (p3).

Gwent county councillor John Pembridge who jointly led the delegation said that Mr Hague would keep up John Redwood's policy of giving preference to local authorities over quangos.

'We are delighted that Mr Hague will keep up the policy of regenerating the Welsh economy and that further functions will be transferred to the new unitary authorities,' he said.

The Western Mail reports that Mr Hague refused at the meeting to identify what other areas of work would be transferred.
