The decision to transfer responsibility of £400m from the Welsh Office to councils is aimed at countering demands for an elected Welsh Assembly to control all of the Welsh Office's £6bn budget and spending in Wales, writes the Daily Post (Welsh edition, p5).

Welsh secretary William Hague said he hoped yesterday's announcement would mean a fundamental shift in the relationship between the Welsh Office and local government.
